Stephen Munoz Espinoza said he was going to get a lottery ticket from a machine when someone cut him in line. I stopped at Publix and was about to buy a ticket at the machine when a man cut right in front of me," Stephen Munoz Espinoza, a 43-year-old from Delray Beach, told Florida lottery officials in a January 25 statement.
